National governance in the context of digital transformation in Vietnam: Theoretical issues and some recommendations

Abstract

In the digital era, building a modern, effective, and efficient national governance system is not only an objective and inevitable requirement but also a strategic choice to promote sustainable development. The article analyzes the theoretical framework of national governance in the context of digital transformation, identifying impacting factors ranging from thinking, vision, political commitment, and leadership capacity to the challenges of the Fourth Industrial Revolution and the realities in Vietnam. Thereby, it proposes a breakthrough system of solutions based on three pillars: perfecting digital institutions, modernizing technological infrastructure, and enhancing the public service ethics of digital citizens, aiming to create a modern, transparent, and human-centered governance system in the new era of development.
