Abstract

This article examines the Action Program implementing the Resolution of the 14th National Congress of the Communist Party of Vietnam in the field of international economic integration, situated within the context of geo-economic fragmentation, intensified strategic competition, and rising global systemic risks during the 2026-2030 period, with a vision toward 2045. The article contributes theoretically by conceptualizing international economic integration as an instrument for building endogenous development capacity, while offering an analytical framework and policy-oriented insights to support empirical research and the design of Vietnam’s integration strategies in a new development phase.
