Institutions, governance, and implementation are three mutually supportive and interdependent components in the national development process. Based on synthesizing approaches from institutional economics, political economy, and policy science, the article clarifies the connotations, impact mechanisms, and operating conditions of each component, while proposing an "institution - governance - implementation - feedback" analytical framework. In this framework, institutions establish rules and incentives; governance organizes power, coordinates actors, and mobilizes resources; implementation transforms decisions into actions and results; and evaluation and feedback provide the basis for institutional adjustments. Implementation outcomes serve as both a product and a test of institutional and governance quality.
