Innovating local governance in alignment with the two-tier local government model

Abstract

The development goals of the country and its localities in the new era, together with the adoption of a two-tier local government model, have generated new requirements for local governance. Meanwhile, local governance in Vietnam continues to exhibit certain limitations. This article clarifies the necessity of innovating local governance, analyzes key areas of reform, and, based on current practice, proposes orientations and solutions for renewing local governance in alignment with the two-tier local government model.
