Mobilizing investment resources to establish a new growth model in Vietnam

The article analyzes the requirements to establish a new growth model in Vietnam amid the increasingly narrowing room for the growth model driven by capital, cheap labor, and natural resources. On the basis of clarifying the role of science, technology, innovation, and digital transformation, the article identifies bottlenecks in mobilizing, allocating, and converting development resources. Thereby, it proposes several solutions to foster intensive growth and enhance the productivity, competitiveness, and autonomy of the economy. This article is a product of the key ministerial-level research project for the 2025-2027 period, entitled "Growth model with science, technology, innovation, and digital transformation as the main drivers: Theory, international experiences, and Vietnam's practices".
