Digital cultural adaptive capacity framework for ethnic minorities and policy implications

The study proposes a digital cultural adaptive capacity framework for ethnic minorities and clarifies its implications for the digital transformation process in Vietnam. The proposed capacity framework contributes to creating a foundation for constructing measurement criteria, empirical testing models, and perfecting policies suited to cultural diversity, digital inequality, and community data rights. The article is a research product of a State-level scientific project, project code: NCUD.10-2025.10.
