Indigenous knowledge and social capital driving digital transformation in ethnic minority areas

Abstract

The article analyzes the role of indigenous knowledge and social capital in promoting digital transformation in ethnic minority regions in Vietnam, while identifying multidimensional gaps between current realities and established targets. On that basis, the article offers policy recommendations to shift from a “technology universalization” approach to a “digital transformation co-creation” model, positioning ethnic minority communities as central subjects of data, knowledge, and the development process.
