Standardizing commune-level cadres in accordance with the spirit of the 14th National Party Congress

Commune-, ward-, and special administrative unit-level cadres (collectively referred to as commune-level cadres) play a direct role in organizing and implementing the Party’s guidelines, as well as the State’s policies and laws, while ensuring the people’s right to mastery. This article analyzes the Party’s perspectives on building commune-level cadres in line with the spirit of the 14th National Party Congress, assesses the current situation of commune-level cadres, and proposes solutions to standardize this contingent to meet the requirements of a two-tier local government model.
