The article outlines the application of Ho Chi Minh's thought on the people's mastery in the Documents of the 14th National Party Congress. On this basis, it analyzes the theoretical and practical significance of this application for improving institutions and enhancing the efficiency of national governance within the current context of building a socialist rule-of-law State in Vietnam.
