Bài viết sử dụng phương pháp phân tích tài liệu, so sánh học thuật và tổng hợp kinh nghiệm quốc tế nhằm làm rõ sự hình thành, đặc trưng, trụ cột và cơ chế vận hành của nền quản trị quốc gia phục vụ phát triển trong các khung tiếp cận của WB, UNDP, OECD và các nghiên cứu tiêu biểu. Trên cơ sở đó, gợi mở các hàm ý chính sách cho Việt Nam theo hướng tiếp cận cải cách quản trị một cách hệ thống, tái định vị vai trò kiến tạo của Nhà nước, ưu tiên nâng cao năng lực điều phối và thực thi chính sách, thúc đẩy quản trị theo kết quả, mở rộng sự tham gia xã hội và gắn chuyển đổi số với hoàn thiện thể chế nhằm phục vụ mục tiêu phát triển bền vững.
